He is a character in the alt-universe sci-fi "Red Horizon" (a stylistic cross between Soul Calibur and Blazblue), an original property of Jascogames.
In this story, Grey (the M. Bison-esque bad-guy) is the president of the US but is under the influence of a supernatural evil force so rules it under a sinister dictatorship (yet believes he's doing the right thing).
Here, Grey performs one of his reveal attacks towards his opponent - the powerful Jackhammer Kick!
